UPDATED COVID-19 TESTING PROTOCOL FOR TRAVELERS UPDATE
NATIONAL COVID-19 TRAVELERS’ PROTOCOL FOR SHORT-TERM TRAVELERS AND HUMANITARIAN WORKERS

Guidance for deployment of humanitarian workers to Liberia
News Flash: COVID-19 Travel Protocol May 2022
| The purpose of these guidelines is to protect Liberia from further spread of COVID-19 and to limit the spread of COVID-19 from Liberia to other countries. All travelers must wear a mask during transit and upon arrival in Liberia. All non-exempt* incoming and outgoing travelers will be tested for COVID-19 in Liberia. The testing fee is US$50 for travel within the ECOWAS Region and US$ 75 for travel outside of ECOWAS Region. This fee will be used to support the costs associated with the COVID-19 outbreak response, e.g. testing, case investigation, contact tracing, and data management. |
*EXEMPT TRAVELERS: All arriving diplomats and their families and honorary consuls are exempt from testing. The exempt status does not apply to Liberian diplomats without foreign assignment. In lieu of testing, all exempt incoming travelers MUST present a negative PCR COVID-19 test result upon arrival at the airport in Liberia. The result must be from an accredited lab and must have been conducted within 96 hours of arrival in Liberia. Children under five years of age are exempt from all COVID-19 testing. However, for countries that requires children to be tested, the stipulated fee will apply.
HOW TO CHECK FOR COVID-19 TEST RESULTS ONLINE: Incoming and outgoing travelers can check
online for their COVID-19 test results at http://www.liberiacovidresult.org 2 to 3 days after their
testing sample was collected. To check test results online, travelers must enter the unique
identification number they were given when their test sample was collected + their year of birth.
IN-COMING TRAVELERS
Pre-Arrival
1. Before arrival, exempt and non-exempt travelers must complete a Health Screening Arrival Form via the Liberia Travel application (“app”):

Travelers arriving from ECOWAS Countries must pay US$50 for cost of COVID Testing while those arriving from countries outside the ECOWAS Region must pay US$ 75. It is highly recommended that travelers complete the payment process prior to arrival. (Anyone experiencing problems with the app will receive assistance at the airport.)
2. Travelers must show proof of payment and completion of the symptom tracker form. Travelers who did not pay before arrival must pay at the UBA banking window and provide a proof of payment before testing.
Arrival
- All incoming travelers must wear a mask upon arrival and will have a mandatory temperature check and their symptom screening forms will be reviewed.
- All incoming travelers regardless of receipt of a COVID-19 vaccine will be tested upon arrival in Liberia
- Travelers must show proof of payment and completion of the symptom tracker form. Travelers who did not pay the testing fee prior to arrive must pay at the UBA banking window and provide a proof of payment before testing.
- The National Public Health Reference Lab team will test all non-exempt travelers for COVID-19. Travelers should ensure they provide correct contact details and will receive a unique identification number to retrieve their test result online.
- Exempt travelers who do not provide a valid negative COVID-19 test result will also be tested upon arrival.
- Travelers who test PCR positive for COVID-19 will undergo treatment based on Liberia’s case management guidelines.
- Voluntary testing will be available at the airport free of charge for exempt travelers, if desired.
- It is strongly recommended that ALL INCOMING TRAVELERS stay home for 7 days and self-monitor their symptoms via the Lib Travel app for a period of 14 days, beginning the day after arrival in Liberia.
- All travelers from India will undergo mandatory quarantine at Starbase for 14 days at their own expense. The cost will be $1,400 for lodging and meals. Transportation will be provided from the airport.
- Voluntary testing will be available at the airport free of charge for exempt travelers, if desired.
- Cabin Crew, Captains, Flight Engineers and First Officers
- All cabin crew, captains, flight engineers, and first officer with layovers less than 48 hours will be exempted from testing if they complete pre-boarding testing per their airline’s policy and comply with symptom screening procedures while in Liberia.
- On arrival at the airport, cabin crew captain, flight engineers, and first officer will complete screening and proceed to their designated flight crew hotel.
- Crew, captains, flight engineers, and first officers with layover of more than 48 hours must follow the testing protocols below before departure.
OUTGOING TRAVELERS
- All non-exempt departing passengers must present certification of a negative COVID-19 PCR test result from a test that was conducted by Liberia’s National Public Health Reference Laboratory within 3 days (72 hours) of their flight. Results of tests that were conducted more than three days before their flight will not be accepted.
In order to receive test results in time for flight departure, passengers must be tested at the Union Center 3 days before their scheduled departure. Example: If their flight leaves on Friday, travelers should be tested at Union Center on the Tuesday prior to their flight. Travelers that require an expedited test and result (in 24 hours) will have to pay $100 extra; that is, for ECOWAS members, the cost will be $150 and non-ECOWAS members – $175.
2. COVID-19 testing is available at the Union Center located in Sophia, Congo Town, Monrovia from 9 am to 4 pm, 7 days per week.
3. All duly accredited Diplomats and their families are not required to test for COVID-19 upon departure. However, testing will be available at the Union Center free of charge for exempt travelers if requested. The exempt status for diplomats does not apply to Liberian diplomats without foreign assignment. PLEASE NOTE: Although the Government of Liberia does not require exempt outgoing travelers to be tested for COVID-19, airlines may nevertheless require proof of a negative COVID-19 test result from all travelers prior to boarding the plane regardless of exempt status.
4. ALL travelers are encouraged to register at http://libeiracovidtravel.org prior to arrival at the Union Center. To register, select “Request a Travel Certificate” and fill out the requested information. Travelers should ensure they provide correct contact details and will receive a unique identification number to retrieve their test result online.
5. All non-exempt outgoing travelers are required to pay a COVID-19 charge of US$50 either online when they register at http://libeiracovidtravel.org OR at the UBA window at the Union Center for travel within the ECOWAS Region and US$75 for those traveling outside the region..
6. Travelers with a negative test result can request their online certificate at http://libeiracovidtravel.org
7. Travelers with a positive result will not be allowed to travel while COVID-19 positive and will be subject to Liberia’s COVID-19 case management guidelines.

NATIONAL COVID-19 TRAVELER PROTOCOLS FOR SHORT-TERM TRAVELERS AND HUMANITARIAN WORKERS
This addendum provides guidance for persons coming to Liberia on short missions of 0-5 days duration. These missions include technical assistance, invitations from the Government of Liberia, special government-authorized missions, international NGOs, military advisors and invitations from embassies and international organizations.
Any agency/ institution expecting a short mission or technical assistance to Liberia should do the
following:
Inform the chair/or co-chair of the COVID-19 Incident Management System (IMS) on the purpose
of the mission, number of people expected, duration of the mission, location activity will be
implemented, exact place of stay in Liberia, contact details while in Liberia and address and
contacts of references in Liberia.
All persons arriving Liberia for a short mission MUST present the following upon arrival at the
airport in Liberia:
o A negative COVID-19 test result (PCR) that was conducted at an accredited laboratory
within 96 hours of arrival in Liberia
o Evidence of the short stay in Liberia, e.g. airplane ticket or confirmed flight itinerary
o Contact details while in Liberia, e.g. phone number AND name of hotel or lodging address
It is also expected that all travelers on short-term missions to Liberia will follow COVID-19
prevention measures while in country, e.g. social distancing and wearing of mask. If a mission is likely to be extended, the IMS chair/ co-chair MUST be informed 24-48 hours.
Short-term travelers who extend their stay in Liberia beyond 5 days will be required to be tested for
COVID-19 by the Liberia’s National Public Health Reference Laboratory prior to departure.
COVID-19 testing is available at the Union Center located in Sophia, Congo Town, Monrovia from

Guidance for deployment of humanitarian workers to Liberia
Any agency or institution expecting humanitarian workers for a period of 15 days to 60 days or who are planning to deploy humanitarian workers should inform the chair or co-chair of the IMS on proposed deployment. The purpose of deployment, area of deployment, place of stay in Liberia, detail contacts in Liberia.
All approved humanitarian workers for a period of 15-60 days must adhere to the following:
Present a negative COVID-19 test result (PCR) upon arrival at the airport in Liberia. The results
must be from a COVID-19 test conducted at an accredited laboratory within 96 hours of arrival in
Liberia.
Self-quarantine for 7 days, beginning the day after arrival in Liberia. During this period, they MUST remain in their hotels or place of lodging and inform their employers/managers in case they develop symptoms related to COVID-19.
At the end of the 7-day self-quarantine, they MUST be tested for COVID-19 from the National Public Health Reference Laboratory. If their test result is PCR negative, they will be allowed to proceed with the deployment. If result is PCR positive, they will undergo treatment based on the national case management protocols.
